Regulatory Framework
Singapore follows the ASEAN Cosmetic Directive, with the Health Sciences Authority acting as the local enforcement and notification authority. Cosmetics must be notified before import or manufacture for supply in Singapore, and the local responsible entity must hold the technical evidence set required under the ASEAN framework.
ASEAN Cosmetic Definition
Any substance or preparation intended to be placed in contact with the various external parts of the human body, or with the teeth and mucous membranes of the oral cavity, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.
Responsible Person Requirements
A Singapore-established company with a valid UEN and the required access rights must act as the local Responsible Person or notification holder. That entity manages HSA interaction, product notification, PIF retention, adverse event response, and product recall obligations in-market.
Compliance Process
- Local Account Setup
- Prepare the local company identity, UEN, address details, and authorized user information for the HSA environment.
- Align the power of attorney, brand authorization, and local access control before product work begins.
- Cosmetic Notification
- Prepare the formula, manufacturer details, product identity, intended use, country of origin, and artwork package.
- Submit the product through the relevant HSA notification route before market entry.
- PIF Readiness
- Compile the product description, qualitative and quantitative formula, safety assessment, GMP support, stability data, microbiology data, and claim substantiation.
- Make sure the local Responsible Person can retrieve and present the PIF quickly if requested.
Singapore does not require pre-market approval for standard cosmetics, but notification, technical file readiness, and local Responsible Person control are still mandatory.
