Philippines FDA cosmetics compliance overview

Philippines Cosmetics Compliance

Philippines FDANotificationACDPIFLTO

Regulatory Framework

The Philippines applies the ASEAN Cosmetic Directive under the supervision of the Food and Drug Administration. Compliance depends on a qualified local responsible entity, business licence readiness, product notification, and a local PIF supporting formula, safety, labels, and claims.

ASEAN Cosmetic Definition

Any substance or preparation intended to be placed in contact with the various external parts of the human body, or with the teeth and mucous membranes of the oral cavity, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.

Responsible Person Requirements

The local filing party should be a Philippine legal entity or otherwise qualified local responsible contact with the required business or operating licence. That entity manages the notification, local technical file, adverse event follow-up, and communication with the authority if the product is reviewed post-market.

Compliance Process

  1. Local Licence and Account Setup
    1. Validate the LTO or equivalent business permission, company registration, tax details, address evidence, and authorized users.
    2. Set up the filing access used for the notification route.
  2. Product Notification
    1. Prepare the formula, manufacturer details, product identity, artwork, and supporting analytical materials.
    2. Submit the product through the applicable FDA portal before market supply.
  3. PIF and Ongoing Support File
    1. Compile the product description, formula, safety assessment, GMP support, claim documents, and any route-specific testing.
    2. Keep the PIF and support records available under the local responsible entity.

The notification route is only part of the work. LTO readiness and PIF quality remain essential for a stable Philippines launch.
