Regulatory Framework

Across the Eurasian Economic Union, including Russia, cosmetics are regulated under TR CU 009/2011 on the safety of perfumery and cosmetic products. Depending on product risk, the route normally leads either to an EAC declaration for standard products or a State Registration Certificate (SGR) for higher-risk categories such as baby products, hair dyes, whiteners, or other special-use products.

Cosmetic Definition

Any substance or mixture intended to be placed in contact with the external parts of the human body, or with the teeth and oral mucosa, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.

EAC Declaration: Typically used for standard-risk products such as many regular skincare, makeup, and fragrance lines.

State Registration Certificate: Typically required for higher-risk or special-use products, including selected baby, whitening, colouring, or treatment-positioned categories.

Responsible Person Requirements

A legal entity established in an EAEU member state must act as the local applicant and Responsible Person. This party carries product liability in-market, signs the representation documents, manages testing and system filings, and appears in the relevant regulatory records.

Compliance Process

  1. Document Preparation and Translation
    1. Prepare the quantitative and qualitative formula with full INCI details and concentration information.
    2. Collect product specifications, GMP evidence, and any claim-supporting data for special functions.
    3. Translate the technical file into Russian or another accepted local language where required.
  2. Representative Appointment
    1. Execute the Letter of Authorization or local representation agreement with the EAEU applicant.
    2. Link the foreign manufacturer and local applicant for the intended declaration or SGR route.
  3. Testing and Laboratory Coordination
    1. Ship physical samples to an accredited local laboratory for the required safety, physico-chemical, microbiological, and stability tests.
    2. Collect the formal test reports that support the EAC declaration or SGR review.
  4. Filing, Approval, and Label Readiness
    1. Submit the dossier through the relevant declaration or state registration process and track authority feedback.
    2. Prepare Russian-language labelling, mandatory local information, and EAC marking where applicable before market release.

Higher-risk categories often need the SGR route, which is more document-heavy and usually depends on local laboratory evidence and expert review.
