Vietnam DAV cosmetics compliance overview

Vietnam Cosmetics Compliance

DAVACDNotificationPIFLocal Importer

Regulatory Framework

Vietnam cosmetics follow the ASEAN Cosmetic Directive and the local implementation rules under the Ministry of Health and the Drug Administration of Vietnam. The route depends on a Vietnam-based importer or authorized representative, document legalization for foreign materials where required, notification readiness, and a complete PIF.

ASEAN Cosmetic Definition

Any substance or preparation intended to be placed in contact with the various external parts of the human body, or with the teeth and mucous membranes of the oral cavity, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.

Responsible Person Requirements

The filing party should be a Vietnam-established importer or authorized local company whose business scope covers cosmetics. That local entity manages the notification, holds local records, supports customs and inspections, and responds to DAV follow-up when needed.

Compliance Process

  1. Local Filing Party Setup
    1. Confirm the Vietnam-based importer or representative and prepare business registration, tax, address, and signatory materials.
    2. Arrange the local access needed for the filing route.
  2. Notification Package
    1. Prepare the formula, manufacturer details, artwork, intended use, country of origin, and brand authorization documents.
    2. Where required, prepare legalized free-sale documents or related support evidence before submission.
  3. PIF and Local Support File
    1. Compile the product description, safety assessment, label support, GMP evidence, and claims file.
    2. Maintain the support file under the local entity for customs review, inspections, or updates.

Foreign documents often need extra preparation time for Vietnam projects, so legalization timing should be built into the launch plan.
