Regulatory Framework
Malaysia follows the ASEAN Cosmetic Directive under the supervision of NPRA. The route depends on a Malaysia-established Cosmetic Notification Holder, correct Quest system setup, pre-market notification, and a locally retrievable PIF supporting formula, safety, and claims.
ASEAN Cosmetic Definition
Any substance or preparation intended to be placed in contact with the various external parts of the human body, or with the teeth and mucous membranes of the oral cavity, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.
Responsible Person Requirements
The notification holder must be a Malaysia-registered local entity acting as the Cosmetic Notification Holder. It is responsible for maintaining current contact details, filing and updating the notification, handling adverse event response, and supporting recall actions where necessary.
Compliance Process
- CNH and Quest Setup
- Confirm the local notification holder and prepare company registration, tax, address, and signatory information.
- Set up the Quest environment used for the cosmetics notification flow.
- Product Notification
- Prepare the formula, manufacturer details, product identity, intended use, country of origin, artwork, and brand authorization.
- Submit the product notification through the NPRA process before market supply.
- PIF and Local Retention
- Assemble the product description, formula, safety assessment, GMP support, stability, microbiology, and claim evidence.
- Keep the PIF ready under the local notification holder for future inspection or update needs.
The notification record is only one part of compliance. The local PIF and the notification holder's operational control remain central to the Malaysia route.
