Regulatory Framework
Thailand follows the ASEAN Cosmetic Directive together with its national cosmetics law and Thai FDA implementation rules. The route combines local notifier qualification, business licensing, pre-market notification, and PIF readiness supported by formula and label review.
ASEAN Cosmetic Definition
Any substance or preparation intended to be placed in contact with the various external parts of the human body, or with the teeth and mucous membranes of the oral cavity, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.
Responsible Person Requirements
The notifier should be a Thailand-established company or authorized local agent with the relevant cosmetics business permission and local operating presence. The responsible entity manages the notification, local records, technical file control, and follow-up with the authorities when needed.
Compliance Process
- Local Licence and Account Setup
- Validate the local operator's tax registration, cosmetics licence status, address evidence, and authorized contact details.
- Open the filing access used for the Thai cosmetics process.
- Notification Submission
- Prepare the formula, manufacturer details, product identity, intended use, country of origin, artwork, and authorization package.
- Submit the product notification before launch in Thailand.
- PIF Preparation
- Compile the product description, safety assessment, formula detail, free-sale or GMP support, and claim-related documents.
- Make sure the local responsible entity can maintain and produce the PIF if reviewed by the authority.
Thailand is usually operationally smooth when the local notifier and licence position are established early. Delays often come from local-entity readiness rather than the notification step itself.
