Indonesia BPOM cosmetics compliance overview

Indonesia Cosmetics Compliance

Regulatory Framework

Indonesia follows the ASEAN Cosmetic Directive under BPOM oversight, but the practical filing route is highly dependent on the local entity's legal qualification, importer capability, technical staffing, and document completeness. Formula review, artwork review, notification, and PIF preparation should therefore be managed as one coordinated workstream.

ASEAN Cosmetic Definition

Any substance or preparation intended to be placed in contact with the various external parts of the human body, or with the teeth and mucous membranes of the oral cavity, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.

Responsible Person Requirements

The filing entity must be an Indonesia-established legal company with the appropriate registration, tax, and operational scope. Depending on the project setup, the local party may also need technical personnel, warehousing evidence, and import readiness to manage the BPOM route and the ongoing product responsibilities.

Compliance Process

  1. Local Company and Technical Readiness
    1. Validate the Indonesia legal entity, business identifiers, tax registration, address evidence, and import qualifications where applicable.
    2. Prepare the technical-responsible-person package and supporting local operational evidence.
  2. BPOM Notification Preparation
    1. Prepare the formula, manufacturer details, product identity, artwork, analytical reports, and any route-specific supporting materials.
    2. Submit the product in the BPOM cosmetics environment and track the filing outcome.
  3. PIF Assembly
    1. Compile the product description, restricted-ingredient review, safety assessment, label support, microbiology or heavy-metal evidence, and GMP support.
    2. Maintain the PIF under the local filing party for inspections and future updates.

Indonesia projects are often slowed by local-entity qualification gaps, so importer or representative due diligence should happen before dossier assembly is far advanced.
