The word “cosmetic” alone does not determine import paperwork. Check the current measures against the precise tariff classification.

Classify the goods and code before deciding permits

A Mexican cosmetics import review begins with the product’s legal classification and proposed TIGIE/NICO code. Sanitary-control annexes set measures by tariff code and conditions. Do not assume every cosmetic requires, or is exempt from, a COFEPRIS permit or sanitary notice.

The 2020 sanitary-control agreement and its amendments identify covered goods through annexes and tariff information. A 2022 amendment aligned the annex with the new TIGIE/NICO nomenclature; the 2024 amendment addressed a toy tariff line and is not a general cosmetics authorization. Whether a shipment triggers a procedure must still be checked against its exact code and the current annex. Verify in sequence before clearance

  1. Confirm whether the product is a general cosmetic or has another regulatory classification, and document the intended use and full goods description.
  2. Have the Mexican importer or customs broker confirm the TIGIE tariff line and NICO.
  3. Check the then-current sanitary agreement and annexes for the code, shipment conditions and required procedure.
  4. If a tariff entry triggers a sanitary permit or notice, file under the applicable homoclave and platform.
  5. Reconcile product descriptions, quantities and versions across commercial documents, goods, labels and technical records.

Keep clearance records aligned with the goods

NOM-141 has specific rules for imported products’ responsible-party details and when they may be added. This does not mean every label field can be added after clearance. Review the entire label first and plan any permitted local additions. [MX-NOM-141]

TIGIE/NICO classification and import controls affect clearance. Recheck the official annex in force for each shipment; an old classification, checklist or permit from another market does not replace that review.

  • The importer or broker confirms the precise code and retains the basis.
  • Each sanitary import procedure is tied to a specific annex entry.
  • Goods, labels and clearance documents describe the same product.
