New Zealand Cosmetics Compliance

EPAHSNOGroup StandardGHS SDSHazard Classification

Regulatory Framework

New Zealand cosmetics are regulated through the Environmental Protection Authority under the HSNO regime and the Cosmetics Group Standard. The route is based less on pre-market product notification and more on self-assessment, ingredient compliance, hazard classification, and document readiness for market surveillance or incident response.

Cosmetic Definition

Any substance or mixture intended to be placed in contact with the external parts of the human body, or with the teeth and oral mucosa, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.

Responsible Person Requirements

A New Zealand-based importer or local company should act as the compliance-facing entity. That party needs to confirm that the product meets the Group Standard, manage hazard classification, arrange SDS preparation when required, and respond quickly if the product is reviewed by the EPA or other enforcement bodies.

Compliance Process

  1. Group Standard Assessment
    1. Assess the formula, basic product characteristics, and intended use against the current Cosmetics Group Standard.
    2. Check the ingredient set against the allowed, restricted, and prohibited categories referenced by the New Zealand framework.
  2. Hazard Classification
    1. Review whether the product has hazardous characteristics such as flammability or corrosivity under HSNO logic.
    2. If hazardous, prepare the GHS-aligned supporting data and the required SDS package.
  3. Label and Warning Review
    1. Confirm English label content, ingredient information, and standard product identity details.
    2. Where the product is hazardous, add the required warnings, symbols, and emergency information.
  4. Recordkeeping and Escalation Readiness
    1. Keep the compliance evidence package ready for EPA spot checks or importer due diligence reviews.
    2. Flag any ingredient that may require a separate approval route before launch.

New Zealand is a self-declaration style market, but that does not reduce the need for a complete evidence file. Surveillance questions can arrive after launch and usually require fast, document-based responses.
