Saudi Arabia SFDA cosmetics compliance overview

Saudi Arabia Cosmetics Compliance

Regulatory Framework

Saudi Arabia regulates cosmetics through SFDA and a two-layer practical route: product listing in the relevant system and shipment-level compliance for import clearance. The technical expectations are shaped by Saudi and GCC rules, while local importer control, Arabic labelling, and supporting quality evidence remain central to successful market entry.

Cosmetic Definition

Any substance or mixture intended to be placed in contact with the external parts of the human body, or with the teeth and oral mucosa, mainly to clean, perfume, change appearance, protect, keep in good condition, or correct body odours.

Responsible Person Requirements

A Saudi-established importer or distributor with the relevant business standing must act as the local compliance-facing entity. That party manages system registration, product listing, shipment compliance, local document retention, and authority communication for the product in-market.

Compliance Process

  1. Local Importer and Account Alignment
    1. Confirm the Saudi importer or representative, its commercial registration, and the local permissions needed for cosmetics operations.
    2. Set up the account and authority linkage used for the product route.
  2. Product Listing
    1. Prepare the product name in English and Arabic, formula, country of origin, artwork, barcode, and supporting certificates.
    2. Submit the product listing and confirm the resulting record before shipment planning.
  3. Shipment Compliance and Clearance
    1. Prepare the shipment-level conformity package, including certificates, invoices, packing data, and current analytical evidence where required.
    2. Coordinate any third-party conformity work needed before customs release.
  4. PIF and Local Retention
    1. Compile the formula, safety report, stability, microbiology, GMP support, and claim evidence into a locally retrievable file.
    2. Maintain the support file for inspections, authority questions, or future product changes.

Saudi product listing alone is not enough for a working import path. Shipment-level conformity and local file control should be planned from the start.
