Regulatory Framework
Chile cosmetics are regulated by the Public Health Institute (ISP) under the local cosmetics framework and mandatory sanitary filing expectations for standard market products. The route is supported by Spanish labelling, legalized foreign documents where needed, and local quality-control coordination before or alongside commercial distribution.
Cosmetic Definition
Standard cosmetics such as regular skincare, makeup, shampoo, and fragrance products usually fall under the ordinary sanitary notification route. Products positioned with medicinal, treatment, high-SPF, or stronger efficacy claims may be assessed under a stricter route or reclassified outside the standard cosmetics pathway.
Animal Testing Restriction: Supporting evidence should be aligned with Chile market expectations on non-animal-testing principles and alternative safety substantiation.
Responsible Person Requirements
A locally established Chilean holder or distributor with the appropriate registration standing before ISP must act as the local responsible entity. In practice, the local team should also be able to coordinate a resident pharmacist or qualified quality contact when the operational setup requires it.
Compliance Process
- Local Entity and System Setup
- Confirm the local holder, warehouse, and operational authorizations used for the ISP route.
- Open or validate access to the GICONA filing environment.
- Technical File and Label Preparation
- Prepare the full INCI formula, free-sale certificate, GMP support, and non-animal-testing safety evidence where relevant.
- Review the Spanish artwork to ensure the local importer or holder details and required product information are complete.
- GICONA Submission and Fees
- Submit the technical package and complete the applicable government fee process.
- Track the filing status and manage any technical clarifications from ISP.
- Testing and Market Controls
- Coordinate any local laboratory quality-control or microbiological testing expected for the product before full market circulation.
- Maintain the post-market contact flow for surveillance and incident reporting.
Products with stronger efficacy or treatment-style claims should be screened carefully before the ordinary cosmetics route is assumed.
