A PIF is the controlled product record. The CPSR is its safety-report component, built from product facts and a qualified safety assessor’s conclusion; neither is replaced by CPNP notification.

Short Answer

For EU market entry, the responsible person must keep a Product Information File for the cosmetic product. The Cosmetic Product Safety Report sits inside that file: Part A records safety information and exposure evidence, while Part B records the qualified safety assessor’s conclusion, warnings and reasoning.

PIF, CPSR and CPNP Are Different Records

Regulation (EC) No 1223/2009 connects the responsible person, cosmetic product safety report, product information file and notification duties, but each record has a separate purpose. [20]

  • PIF: the controlled product file described by Article 11.
  • CPSR: the safety report prepared under Article 10 and Annex I.
  • CPNP: the notification step under Article 13; it is not a safety approval and does not replace the PIF.

What CPSR Parts A and B Cover

  • Part A: formula and composition, physical and chemical properties, stability, microbiological quality, impurities and packaging, normal use and exposure, toxicological profiles, undesirable effects and other relevant product information.
  • Part B: the safety conclusion, labeled warnings and instructions, scientific reasoning and the safety assessor’s credentials and approval.

Preparation Workflow

  • Fix the product identity, intended use and target market.
  • Freeze the formula version and collect supplier specifications.
  • Collect stability, microbiological, packaging and exposure evidence.
  • Prepare the CPSR information package for a qualified safety assessor.
  • Connect claims and label copy to supporting evidence.
  • Assemble the PIF index and document owners.
  • Complete notification only after the underlying records are ready.
  • Record change triggers and the next regulatory review date.

Great Britain Is a Separate Route

GOV.UK guidance requires a GB responsible person, an up-to-date English PIF and a qualified safety assessment for products supplied in Great Britain. The GB notification service is separate from the EU CPNP route. [UK-COSMETICS-GUIDE]

How EasyComply Can Help

EasyComply can help define the dossier scope, build the evidence checklist, review formula and label inputs, coordinate missing records and connect the finished evidence package to the relevant market-entry service. RegWise currently supports EU ingredient and formula review; it is not presented as an automated PIF or safety-assessment product.

Review Boundary

This guide is general information, not a product-specific safety assessment or legal opinion. A qualified assessor and the responsible person must make the decisions required for the actual product.
