Brazil Cosmetics Dossier Preparation: Technical Files, PIF Terms & Category Checklists

Learn how to prepare Brazil cosmetics records by product category and current petition, separating internal technical files, PIF terminology and actual uploads.
Quick overview
Official-source review: October 19, 2026 · For: Overseas cosmetics brands, manufacturers and local partners preparing an ANVISA notification or registration.
“Does Brazil require a PIF?” is understandable, but it combines several different questions. A better starting point is: Which documents must be uploaded for this specific ANVISA petition? Which safety, quality and claims records must the company retain? Which entity can supply them to the authorities when needed?
1. Do not assume Brazil uses the EU PIF as a universal upload format
The Product Information File (PIF) is well-established terminology under the EU cosmetics framework. A business can create a structured Brazil product technical dossier for its own document control, but it should not claim that every Brazilian notification requires uploading a complete EU-style PIF.
A registration-exempt product should follow the current Solicita/Datavisa petition and retain technical records supporting the applicable safety, quality and labeling duties. A mandatory-registration product should build its uploads against the current checklist for its specific category. ANVISA's safety, quality-control and stability guidance can help organize evidence, but it is not one universal upload checklist for every SKU. [BR-S01][BR-S03][BR-S09][BR-S11]
2. Two different kinds of documents
- Document group: Files submitted in the ANVISA process / Examples: Application fields, declarations, information about composition and labels, category-specific reports and system-generated records when required / Recommended control: Verify the current petition item, save the submitted version, protocol and response
- Document group: Company-retained technical evidence / Examples: Quantitative formula, ingredient files, manufacturing and quality data, stability and microbiology, safety, claims evidence and change history / Recommended control: Assign accountable owners and keep documents current and traceable
This is a project organization framework, not a legal assertion that the same attachments apply to every SKU. Mark each file upload / retain / not applicable / confirmation needed, and resolve each category against its actual checklist.
3. Starter checklist for an overseas manufacturer
The following is an EasyComply working checklist, not a claim that every item must be uploaded for every product.
- Original, English and proposed Portuguese product names, brand and intended use.
- SKU list, shades, fragrance options, volumes, application areas and intended user groups.
- Full quantitative formula with INCI names, concentrations, functions and controlled versions.
- Manufacturer identity, country, production address and relevant process information.
- Finished-product specifications, analytical methods and applicable microbiological controls.
- Stability, packaging compatibility and shelf-life support where warranted.
- Product safety evidence and claim-specific studies; separate special product categories.
- Final packaging artwork, Portuguese ingredients and claim copy.
- Any CFS/CVL, GMP or ISO 22716-related factory documents if applicable to the selected petition or commercial arrangement; confirm the specific form, translation or authentication requirements.
- Document owners, report versions, formula changes and review history.
4. Notification products: organizing the working file
System update: New petitions and relevant amendments for cosmetics exempt from registration have used Solicita/Datavisa since April 7, 2025, rather than the old SGAS workflow. [BR-S03]
For the actual notification item, assemble the required product description, brand, use, pack size, quantitative ingredient information, actual label, relevant business identity and any declarations or records required or generated by the system. Keep submission copies, identifiers, receipts and relevant responses under version control.
The technical file should also cover evidence for appropriate product safety, quality and labeling, rather than treating the administrative simplification as exemption from these responsibilities. The actual submitted fields and documents must be taken from the current system and petition item.
5. Registration products: match the specialized checklist
Official classification: ANVISA requires registration for its listed categories, including sunscreens, insect repellents, antiseptic hand gels and certain chemical hair products. [BR-S01]
For a product falling within a registration category, use the current official checklist to confirm:
- Product identity, application category, submission fields and accountable holder.
- Full quantitative composition, restrictions and related support.
- Category-required safety and quality studies, specifications and analytical methods.
- Required performance or efficacy studies under relevant methods and claim conditions.
- Manufacturer and quality-system information, and foreign manufacturer or import documents where applicable.
- Declarations, applicable fees, regulatory questions, amendments, response records and the final published status.
A sunscreen should not use a generic safety report in place of product-specific protection evidence. ANVISA's 2024 sunscreen manual can help identify the technical topics listed in section 7, but several legal references cited by that manual have been replaced; the actual submission package must follow the current sunscreen petition and current rules. [BR-S01][BR-S02][BR-S10][BR-S18][BR-S19]
6. When should the dossier exist—and is it submitted at every import?
Before notification: The business should have sufficient technical basis for the actual formula, safety, quality and proposed labeling. That does not mean a complete file named “PIF” is invariably attached to every notification.
Before registration, prepare the supporting information, dedicated methods and reports required by the selected category and current petition. This article does not establish one checklist for every registration category, so the project file must retain the actual petition version and review date. [BR-S01][BR-S09]
At import: Do not treat the entire technical dossier as a standard document automatically accompanying every shipment. Regulatory status, importer authorizations, required commercial/transport papers and shipment-specific customs rules are separate issues. Maintain technical evidence with the accountable parties for regulatory access as applicable. [BR-S12]
After commercialization: Preserve changes to products and artwork and manage complaints and adverse events under applicable post-market expectations. [BR-S15]
7. Who should hold and maintain the records?
The brand, manufacturer, Brazilian holder and importer may each hold different parts of the file. Contracts and operating procedures should answer:
- Who can produce the full formula and controlled supplier/manufacturer records?
- Who receives and answers relevant ANVISA information requests?
- Who archives submitted files, notices, official decisions and protocol numbers?
- Who approves Portuguese copy, claims and formula changes?
- How will data access and custody work if the partnership or product holder changes?
Practical recommendation: Maintain one index with SKU, document, version, responsible company, product scope, upload/retention status and review date. This is often more useful than exchanging a single large PDF without accountability.
Frequently asked questions
Does every Brazil SKU require an EU-format CPSR? Do not impose EU document naming as a universal Brazilian upload obligation. Build a product-appropriate safety case and confirm the actual submission requirements. [BR-S11]
Does every notified product require a CFS? That should be checked against the selected petition, manufacturer/import circumstances and current documentation requirements. There is no safe basis here for a universal answer.
Must every technical file be in Portuguese? The required language and form depend on the document, petition and responsible Brazilian party's applicable requirements.
Can a brand import as soon as its evidence file is complete? No. Product regularization, business authorizations and actual import clearance must be assessed separately. [BR-S12]
