Brazil Cosmetics Market Entry: ANVISA Registration & Import Guide

A practical guide to ANVISA registration, notification, importer AFE, ingredient checks, labeling, evidence files and import planning for Brazil.
Quick overview
For: Cosmetic brands, manufacturers, product owners and import partners preparing to enter Brazil. Official-source review: October 19, 2026.
A product already sold in China or the European Union cannot be assumed to enter Brazil with the same formula, label and documents. Before committing to launch dates, a brand should answer four separate questions: Which ANVISA regulatory pathway applies? Is the actual formula and claim set suitable for Brazil? Which local entities will hold the product and import it? What evidence is needed for the application and for import clearance?
The short answer: Brazil market entry is more than one registration
- Business question: Does every cosmetic require ANVISA registration? / Practical answer: No. ANVISA distinguishes mandatory-registration products from products subject to a simplified notification procedure.
- Business question: Does Grau 2 automatically require registration? / Practical answer: No. Risk classification and the administrative route must be assessed separately.
- Business question: Can a brand rely on somebody else's AFE? / Practical answer: No automatic transfer of authorization is created by a commercial contract; verify each Brazilian entity's permitted activities.
- Business question: Must every report issued in China be repeated in Brazil? / Practical answer: Not as a blanket assumption. Assess the product, test method, laboratory and applicable category rules.
- Business question: Does notification mean ANVISA has technically approved every claim? / Practical answer: No. A simplified pathway does not remove product safety, quality, labeling or substantiation responsibilities.
Official basis: ANVISA lists the categories requiring registration and explains the notification pathway for registration-exempt products. [BR-S01]
1. Determine whether each SKU needs registration or notification
ANVISA's page updated in 2026 lists the following product categories as requiring registration: tanning products (bronzeador); antiseptic hand gel; products for hair straightening, simultaneous straightening and coloring, or curling; sunscreens, including children's sunscreens; and insect repellents, including children's repellents. Shampoos, deodorants, soaps, nail polishes and perfumes are among the agency's examples of products generally exempt from registration, provided the product definition and applicable rules support that route. [BR-S01]
Start with the full formulation and facts about actual use: product type, dosage form, application site, intended user, proposed Portuguese claims and any special features. Terms such as “brightening,” “acne care,” or “children's” in a commercial name cannot settle classification. Grau 1 and Grau 2 describe familiar risk/use categories, but Grau 2 is not a synonym for mandatory registration. The live registration list and any category-specific requirements must be consulted. [BR-S01][BR-S02]
2. Map the Brazilian product holder, importer and distributor
The entity holding a product's regularização, the importer of record, a wholesaler and a logistics provider may be one company or several different companies. The commercial agreement needs to identify which company performs each regulated activity, holds each authorization, controls the product evidence and responds to requests from authorities.
Official requirement: ANVISA's current AFE guidance assesses importing, distribution, storage and transport against the activities actually performed by each company. Ordinary retail cosmetics activity is generally exempt from AFE, while wholesale activity generally requires it. Under the RDC 939/2024 por conta e ordem or por encomenda third-party import models, the trading company needs AFE for the relevant product category, and the third party that holds the product regularization and instructs the import must itself be an ANVISA AFE holder. [BR-S04][BR-S05]
Before signing, request the Brazilian entity's registered company details and CNPJ, AFE number and approved activity scope, relevant local sanitary permit, and import/customs arrangements. Check the applicable responsible technical professional (RT) arrangements and holder authorization or DDR if relevant. An AFE does not automatically cover every activity or permit another legal person to import under it. [BR-S04][BR-S13]
3. Review the actual formula against current Brazilian rules
A useful ingredient review is version-specific. Capture the INCI name, supporting identity, concentration, function, product category, rinse-off or leave-on conditions, application site, and any linked restriction or warning. Where ingredient identity is unresolved, record that gap instead of matching it to a likely-looking entry.
Current rules: RDC 1029/2026 was published and took effect in June 2026, updates the first part of the restricted-substance list, revokes RDC 530/2021 and provides a 24-month transition for already regularized products. RDC 1030/2026 took effect at the same time and amends the prohibited-substance list in RDC 529/2021, with a general 12-month transition and an 18-month transition for BUTYLPHENYL METHYLPROPIONAL and HYDROXYISOHEXYL 3-CYCLOHEXENE CARBOXALDEHYDE. CP 1399/2026 was a consultation that has closed; it is not a binding current list. [BR-S08][BR-S18][BR-S19]
Do not conclude that a formulation is compliant merely because it has been accepted elsewhere. Ingredient restrictions depend on the current Brazilian text, the identified substance and its actual product context; further rules may apply to particular product types or claims.
4. Localize labels, ingredient information and claims
Brazilian labeling is not simply a translation exercise. The finished artwork should be checked for intended use, net contents, directions, warnings, ingredient presentation, manufacturing/batch details, responsible business information and consistency with the submitted product record.
Official requirement: ANVISA's FAQ for RDC 898/2024 retains the INCI ingredient declaration and explains permitted ways to make ingredient information available in Portuguese. Depending on the compliant presentation, the Portuguese composition can appear on-pack or through an appropriate digital access route. A QR code or link must lead directly to the Portuguese composition for the specific product, with the prescribed wording and application particulars; an unrelated corporate homepage is not an adequate substitute. [BR-S06]
Imported packaging also raises separate questions about information at arrival and when products are made available to consumers. Any local relabeling plan needs review against ANVISA's import labeling conditions. [BR-S07]
5. Separate application submissions from company-retained evidence
Avoid assuming every Brazilian product must upload a complete EU-style Product Information File. “PIF” is common EU terminology; a brand may use an internal Brazil technical dossier, but the application's required uploads must come from the current ANVISA petition and product-specific checklist.
Organize the working dossier into three sets:
- Product and manufacturer: SKU identity, complete quantitative formula, manufacturer and production site, formulation versions, manufacturing/quality controls and finished specifications.
- Label and technical substantiation: final Portuguese artwork, ingredient support, safety and stability information, applicable microbiological records, and claim-specific evidence.
- Brazilian and import parties: holder and importer identities, applicable AFE and local permits, authorizations, import information and submission records.
A registration application may require detailed category-specific technical evidence. For a notification product, distinguish the system fields and required generated documents from technical records retained by the company to support ongoing compliance. [BR-S03][BR-S09][BR-S11]
6. Assess existing test reports before commissioning repeat studies
ANVISA publishes general safety-assessment, stability and quality-control guidance and has also published a sunscreen regularization manual. The manual can help identify technical-document and efficacy-test topics listed in section 7, but its citations to RDC 752/2022, 530/2021, 646/2022, 773/2023 and 332/2005 have been replaced by later rules. Those historical legal references are not current law and do not establish a universal rule for accepting reports across all products. [BR-S02][BR-S09][BR-S10][BR-S11][BR-S15][BR-S18][BR-S19]
If a brand already holds reports from a laboratory in China, review the identity of the tested formula, the method and study design, the laboratory's competence and the exact Portuguese claim the data must support. Translation, supporting documentation or new testing may be necessary depending on the gap. Do not promise automatic Brazilian acceptance of all Chinese reports, and do not assume every project requires automatic retesting in Brazil.
7. Petition through the current system; check imports separately
Official update: Since April 7, 2025, new notifications, migrations and relevant changes for registration-exempt cosmetics have used Solicita/Datavisa; an older SGAS instruction is not the current filing route. A mandatory-registration product must use the current petition and category-specific checklist for that product; filing an application is not the same as receiving registration approval. [BR-S01][BR-S03]
A product's completed regularização does not by itself establish that an importer is qualified or that a shipment can be cleared. Before shipping, reconfirm the product's regulatory status, importer AFE and approved activities, any necessary holder documentation, NCM classification, commercial and transport papers, and the Brazilian customs broker's current requirements. [BR-S12]
The process does not end at the border. Maintain records of formula and label changes, complaints and adverse events. RDC 894/2024 and ANVISA's cosmetovigilance material address responsibilities after products are marketed in Brazil. [BR-S15]

Frequently asked questions
Can an overseas brand start before establishing a subsidiary in Brazil? It can begin product classification, formula review, label work, evidence collection and partner selection. The actual Brazilian application and regulated import activities still require the appropriate entities and permissions.
Does a notification product need no technical dossier? No. Simplified notification should not be confused with exemption from applicable product safety, quality or labeling obligations. The important distinction is which materials are submitted and which are retained. [BR-S01][BR-S03]
Is a three-to-six-week launch guaranteed? No. Any 3–6 week window can only be an internal estimate for a specific notification project; it is not an official ANVISA approval time. Evidence gaps, registration review, amendments and imports can change the timeline.
Does EasyComply replace ANVISA or a legally qualified Brazilian holder? No. EasyComply can help scope an initial compliance review, organize evidence gaps and coordinate next steps; legal obligations remain with the appropriate authorized parties.
